THE BELGIAN CONGO.
Received March 5, 9.36 p.m. BRUSSELS, March 5. King Leopold will surrender the Crown Domain in the Congo for two and a half million sterling, which will be expended as King Leopold desires in embellishing Belgian cities. Parliament will spend £120,000 annually on hospitals and sanatoria in the Congo during a period of fifteen years. Parliament will in future control the Budget.
