ST. PETERSBURG, February 28. The Czar, when receiving 304 deputies at Tsarskoe Selo, thanked the Duma for assisting him to maintain law and order.
His Majesty emphasised the importance of improving the peasants' land tenure, but added that the right of property must be respected.
