Dr Morrison, the well-known correspondent, states that Chinese newspapers urge that if the Japanese contention denying China's right to extend northward th?. railway system west of Liau is upheld, the result will be the end of the "open-door" and extinction of Chinese sovereignty in Manchuria. The Pekin Government is discussing the question with the Japanese Legation. Received February 27, 10.36 p.m. LONDON, February 27.

Sir Edward Grey, British Foreign Minister, has intimated that Britain recognises the validity of China's pledge undertaking not to -construct a railway competing with the South Manchurian line.

In regard to the railway dispute between Japan and China, Sir Edward Grey has made friendly representations to the Government of the Mikado. A British syndicate has secured a concession for the construction of the line, and China, despite Japanese protests, is giving indication of a doterminatioon to abide by the ..agreement, which has been signed. Japan holda that the building of the railway, which would run parallel with the South Manchurian railway, would injuriously affect Japanese interests.
