SCOTTISH LANDOWNERS' BILL.

READ A SECOND TIME. Received February 20, 8.30 a.m. LONDON, February 19. In the House of Commons the Scottish Small Landowners' Bill was read a second time by 374 to 103. Captain Sinclair, the Secretary for Scotland, justified the measure, and the Right Hon. W. H. Long, Conservative member for Dublin, attacked it.

THE EDUCATION BILL.

Received February 20, 9.23 p.m. LONDON, February 20. The Government will give the Education Bill precedence over the Licensing Bill.

Received February 20, 9.23 p.m. LONDON, February 20. In the House of Commons the Scottish Land Valuation Bill was read,a second time without division, after Mr H. Cox's motion to reject it had been defeated by 363 votes tu 99.

SWEATED INDUSTRIES BILL.

The Rev. J. Hoatsnn, of Victoria, speaking at the National Liberal Club, stated that the Sweated Industries Bill proposed to be introduced into the House of Commons shortly is based on Victorian legislation. He described the good work the Wages Boards had done in Victoria.

In the House of Commons Mr H. J. P. Belloc, Liberal M.P. for Salford, (South Division) moved a resolution deploring the secret administration of party political funds, asserting that such action imperilled the privileges and character of the House of Commons.

Mr H. C. I.ea, M.P. for St. Pancras East, inveighed vehemently against the sale of titles and decorations by both parties. He asserted that under the Balfour Administration a peerage cost £150,000. Several noisy scenes occurred during the debate, which was eventually adjourned.
