A NEW SOCIAL CAPITAL.
The hearts of the Palmerston Northians will beat high with joy, and prospective commercial and social hope will take the place of the sadness with which the decline of trade has filled them for some time. There is a probability, we are told, of the Governor's residence being located in the overgrown northern town for the next two years. This, it is doubtless fondly hoped by the Palmerstonians, will raise the town to the dignity of being the social capital of the dominion. It the telegram on the subject which we publish in another column indicates more than the shadow of a coming event, we are at a loss to know what "move" the Government has on the board; but this much may be fairly'assumed—that whvrever the permanent residence of the Governor may be located outside of the capital, it is not likely to be more than the temporary home of His Excellency. Lord Plunket has practically had no permanent abode in any part of New Zealand since he first arrived in the dominion, the greater portion of the year being devoted to making himself acquainted with the beauties, characteristics, and social conditions of "this part of His Majesty's Empire." Palmerstonians, therefore, would only see Vice-Regality on the rare occasions when the Governor takes a brief respite from his persistent studies of the country he nominally presides over.
