America is sending two more submarines to Manila, making four in all.

Owing to an expected deficit and reduction in revenue, it is understood that Mr Metcalf, Secretary to the United States Navy, must be content with eight millions sterling instead of fifteen millions for the building programme 'of his department, and with two new battleships instead of four.
