GREAT BRITAIN'S POSITION. GERMAN RIVALRY. . Received February 6, 9.12 a.m. LONDON, February 5. Lord Brassey, speaking at Cambridge, said Great Britain was falling below the two-power standard, but he hoped that in time the rivalry between Britain and Germany would bo relaxed. If not, it would be Parliamflnt's duty to maintain British supremacy at any cost. He added that battles were now won by men, not ships. '
