A SHIPPING COMPLAINT.
CAPTAINS HAMPERED IN COLONIAL PORTS. Received January 29, 8.27 a.m. LONDON, January 28. In the annual report of the United Kingdom Mutual Steamship Assurance Association, complaint is made of the unjustifiable conduct of the colonial police and shipping authorities, especially in regard to their unwillingness -to assist captains of ships in upholding regulations respecting deserting'aliens.
