EMIGRATION TO HAWAII.

; A JAPANESE ORDER. CONSTERNATION AMONG EMIORATION COMPANIES, Received January 27, ll;18p.m. TOKIO, January 27. The Government have issued an order absolutely prohibiting emigration to Hawaii with the exception of those having relations there. The order has created consternation among the emigration companies, and is likely to provoke a* violent attack on the Government's policy. Viscount Hayashi declares that the Government has given a promise that it is determined not to recede, notwithstanding political pressure.
