GREAT UNIONIST DEMONSTRATION. SPEECH BY MR BALFOUR. MODERATE BUT RESOLUTE POLICY FAVOURED. Received January 19, 4.23 p.m. LONDON, January IS. Mr A. J. Balfour, speaking at a great Unionist derr onstration at Glasgow, admitted the difficulty of the problems ahead, but the dangers of fiscal reform were far less than'those of associated social reform. Both were difficult matters, and both were necessary, but if Unionists aspired to achieve rhese reforms the two small, though not important, extreme wings who found it difficult to work with the vast solid main body, must sink their differences and arrange to cooperate. Mr Balfour said he was convinced that the great party favoured a moderate but resolute policy of fiscal reform. If mutual concessions enabled them to adopt an effective common action the country would - reject the most reckless Government that ever held office, and call to power men with a constitutional Imperial policy.
