MONEY FOR TITLES. PROPOSED TAX ON DOWRIES. Received January 16, 8.30 a.m. NEW YORK, January 15. A Biil has been introduced in the United States House of Representatives, providing for the imposition of 25 per cent, tax on dowries -and settlements in connection with the marriages of American citizens and foreigners. It is alleged that 180 million pounds left the United' States owing to American girls marrying foreign noblemen, many of whom were spurious. *
