RESTRICTION OF COOLIE ' IMMIGRATION. A DIPLOMATIC DIFFICULTY. Received January 15, 8.30 a.m. NEW YORK, January 14. An apparently inspired statement from Washington declares that the Department of Commerce is not yet completely convinced of the sufficiency of Japan's proposed measures, to restrict coolie immigration to the United States,. It adds that the State department officials feel that it is nut,easy to convey to Japan, even by suggestion, the desirability of amending her plans without wounding her pride, hence the delay in preparing Mr O'Brien's (the new ambassador to Japan) note to the Mikado Government Perhaps it may be necessary to -await the arrival of Sir Kogoro Takahira, the new Japanese ambassador to Washington, in order, to complete negotiations. , , .
