TRIAL OF EX-DUMA MEMBERS.
COLLECTIVE RESPONSIBILITY. ST. PETERSBURG, Dec. 27. One hundred and sixty-r.ine exmembers of the first Duma, charged with inciting the population through the Vihorg manifesto to disobedience and resistance of the law by not paying taxes and refusing to furnish recruits for the army, pleaded not guilty, while admitting collective responsibility for the Viborg manifesto, declaring that it did not exceed constitutional limits.
