An edict promulgated here announces the intention of the Government to gradually concede a Constitution embodying the good points of the Constitution, of foreign nations, while maintaining the national civilisation and moral teaching, as tne first step towards the creation of a Parliament. "It is intended to establish the Tsechenyuan or a Government Council in Pekin, and also a Tseyichu or Provincial Deliberative Assembly in the various provinces. If the: decisions of the Tseyichu are considered good, they will be submitted by the Governors of provinces to the Tsechenyuan.
