RUMOUR OF CABINET CHANGES.

LONDON, December 25

The "Daily Express" states that the Prime Minister, Sir Henry Campbell-Bannerman, and Mr Gladstone (of the Home Office) will go to the House of Lords at the end of January, the former r.-placing Lord Ripon, who is 80 years of age, and who will retire from the position of Lord Privy Seal. The Government, says the "Express," will be re-arranged as follows :

First Lord of the Treasury, Mr H. H. Asquith (now Chancellor of the Exchequer). Chancellor of the Exchequer, Mr D. Lloyd-George (now President of the Board of Trade). President of the Board of Trade, Mr Winston Churchill (now UnderSecretary for the Colonies). Home Office, Mr John Burns (now President of the Local Government Board). Local Government Board, Mr L. V. Harcourt (now First Commissioner of Works). First Commissioner of Works, the Master of Eli bank, the Hon. A. W. C. 0. Murray, M.P. for Peebles and Selkirk.
