A CABINET FORMED. THE SHAH AND THE CONSTI- - TUTIONAL REGIME. , Received December 23, 10.50 p.m. TEHERAN, December 23. Nozames Sultanes, Governor of Aiabistan, has formed a Cabinet in LONDON, December 23. Reuter's Teheran correspondent reports that the Shah of Persia has solemnly assured the British and Russian representatives that there was no intention to abolish the constitutional regime, but he would strive to work with it.
