EFFECT OF SPREAD OF EDUCATION.

LONDON, December 19
'LorJ Milner (late High Commissioner of South Africa), speaking at the United Enpire Club, said the spread of education would compel the democracies to recognise the enormous peril all the States composing the Empire were exposed to at present were the links o* union served; also the enormous strength and security resulting from a united Empire.
