KUROPATKIN'S EVIDENCE.

Ceneral Kuropatkin, who was Com-mander-in-Chief of the Russian forces in Manchuria at the commencement of the Russo-Japanese war, but who was superseded later, giving evidence before the court-martial, which is at present trying > General Stoessel (Russian Commandant at Port Arthur during the seige) and other general officers, made the statement that the evacuation of Dalny so impaired the value of Port Arthur that he, on the eve of the war, urged retrocession of the Russian Army to the Liau-tung|Peninsula,conditionally upon China paying twenty-five million pounds, and granting Russia certain concessions in Northern Manchuria. He added that although the Foreign and Financial Ministers concurred, the scheme failed because of Russia's entire confidence that the war would succeed.
