THE TWO POWER-STANDARD. Received December 18, 10.10 p.m. LONDON, December 18. Mr R. B. Haldane, Secretary of the State, -War Department, in the course of a speech at Hanley, said the time might come when it would not be so easy as to-day to command a two-power standard navy. "Germany has a population of "early 60 miliions to our 44 millions," said Mr Haldane, "aitd the United States would soon have a population of 100 millions. It would be very hard for us with 44 millions to maintain a two-power standard against two nations with a combined population of 160 millions. We may not be able, in days to come, to depend wholly and absolutely on the navy with the completeness of to-day, and should the time arrive it will be on the home defence we will have to rest our trust."
