THE MANNING OF CRUISERS

With reference to the defence proDosals, Mr Deakin says he considered it unwise to look further ahead than tor three years. Naval construction was changing so rapidly that vessels were almost old in three years. Further development of a scheme of coastal protection would be worked out, and its growth fostered according to the evolutions of time.
The idea in connection with cruisers to be borrowed from the Imperial Navy is that two shall be manned by the Australian Government and be under their control, tho two others to be manned by Australians, but to be under the control of the Admiralty. These last will have on them 400 of the 1.000 men offored to the Admiralty.
