LONDON, December 13. Many parts of England are flooded. Great damage has been done by the heavy rains. Great Britain and France have signed a convention to mutually assist in the recovery of succession duties, and thus prevent revenue frauds. PARIS, December 13. The French Council of State, which interprets the law,, has decided that municipalities must provide religious instruction for school children whose parents desire it.
