ANTI-MODERNIST ENCYCLICAL. CONFERENCE OF BISHOPS. Received December 'l3, 8.25 a.m. BERLIN, December 12. A majority of bishops at a conference at Cologne, headed by Dr Kopp, Archbishop of Breslau, after discussing the Anti-Modernist Encyclical, maintained that the Vatican must be given to understand that it must first take soundings in Germany before issuing an Encyclical affecting Germany. (The Encyclical orders:—l. The teaching of philosophy and positive theology, etc., in church schools and universities, but in accordance with the Catholic spirit. 2, The removal of Modernists from professorships, and from the management of educational establishments. 3. The keeping of Modernist publications from the clergy and the faithful'. 4. The institution of a committee of cenorship on publications in every diocese, the confirmation of Leo Ill's, prohibition of the clergy's directing publications without cheir bishop's permission, and the supervision of ecclesiastical writers. 5. The prohibition of ecclesiastical congresses, except on rare occasions. 6. The formation of a council in every diocese t;> combat modem errors.)
