LORD MILNER'S VIEWS. LONDON, December 6. In a speech at Oxford, Lord Milner, formerly High Commissioner for South Africa, advocated the establishment tif a Wages Board, the fixing of a minimum wage, and legislation dealing with sweating industries. The State would thus do for the weakest what organised trades did for themselves.
