Viscount Aoki, who has been recalled to Tokio to discuss the immigration question, states that his return to Japan does not indicate unfriendliness towards America. The immigration problem is not serious and can be settled satisfactorily.

A conference o* various emigration agencies decided to consolidate into one company. - ■ Count Hayashi, addressing the conference, declared that it was necessary to regulate emigration, which Japan was determined to control.
