RETIREMENT FROM POLITICAL LIFE. Received November 2S, £ a.m. ST. PETERSBURG, Nov. 27. Count Witte has been appointed a director of the Russian Discount Credit Bank. This implies his retirement from political life. (Count Witte has long been a striking figure in Russian politics. Foxseveral years he was Minister of Finance, and was, later, president of the Committee of Ministers).
