THE OWNERS OF LONDON.

Who owns London? The mystery will soon be solved by a ground plan on which the valuer's department of the London County Council has been working for several years. The plan will be for the information of the Council only, and will not be published. It will show, however, that London belongs to nearly 30,000 ground landlords. Although the wealthiest, the Westminster estate is not by any means the largest in London.
