KAISER'S VISIT TO ENGLAND.
ITS POLITICAL NATURE. Received November 11, 9.10 a.m BERLIN, November 10. The Kaiser and Kaiserin have reached Flushing. They sail for England to-day. The German press emphasises the political nature of the visit, their articles being markedly pacific in tone. Many comment on the evident cordiality of King Edward's invitation to the German ruler and his wife. ADMIRALTY ORDERS. AN ADMIRAL'S CONTEMPT. "PAINT IN GREATER DEMAND THAN GUNNERY." A "REGRETTABLE INCIDENT." Received November 11, 10.2 p.m. LONDON, Novsmber 11. After a fortnight's hard manoeuvring, in very trying weather, the Channel Fleet returned to Portland to'v-ieet the Kaiser. Lord Charles Beresford, by the Admiralty's orders, signalled the fleet to "paint ship/' Whereupon Admiral Scott, commanding the first Cruiser Squadron, signalled to the captain of the Roxburgh, who had gone to the firing range for gun practice: "Paint work appears to be in greater demand than gunnery, so you had better come in in time to look pretty by the Bth." Loid Bere&ford thereupon signalled to the fleet: "Admiral Scott's signal is contemptuous in tone, and insubordinate, and must be expunged from the signals of Admiral Scott's flagship Good Hope and the Roxburgh." He directed Admiral Scott to report by signals when the orders hatf been obeyed. The Incident caused much regret.
