JAPAN AND UNITED STATES.
RELATIONS SMOOTH AND CORDIAL. Received November 8, 9.20 p.m. «£' TOKIO, November 8. Viscount Hayashi, in the course of an interview, declared that the relations of Japan and the United States were as smooth and cordial as ever. Civilisation and community of interests demanded last-ing-peace and friendship. He was sure the* immigration question would be settled without friction. Japan proposed to control the immigration to the United States in a manner benefitting Japan and conformingwith the wishes of America, and was now taking steps in that direction. He added that Japan was not solicitous of the emigration of its people to any.country.
