CAPITAL PUNISHMENT.
PROTESTS IN FRANCE. Received November 7, 8.40 a.m. PARIS, November 6. The newspaper PetTt Parisien's referendum relative to the suspension of capital punishment elicited 1,412,000 protests against the President's too frequent exercise of the prerogative of pardon. Only 328,000 supported his action.
