HIGH COMMISSIONER'S OFFICES.® Received November 7, 9 a.m. LONDON, November 7. Lord Elcho stated at a meeting of the London County Council that the most recent offer made by the Commonwealth Government for the Strand site for the proposed High Commissioner's office was £3,000 per annum below the official appraisement. He hoped negotiations would be re-opened, as he had every reason to believe that the Commonwealth had not made a final offer. A RUSSIAN REVOLUTIONIST. Received November 7, 8.36 a.m. LONDON, November 6. Ruthenberg, a Russian revolutionist, who trapped Father Gapon into avowing that lie was a Government agent, thereby bringing about his murder, is reported to be living in Australia.
