A -VOLCANIC" FLEET. PRECAUTIONS AGAINST MUTINY. Received November 6, 9 a.m. Nov. 5. The cdfmtion of the Sevastopol fleet is described as "volcanic." Elaborate precautions taken to prevent an outbreak have been redoubled since the Vladivostock mutiny. Ten destroyers have been ordered at the Nikolauff dockyards, at a cost of £2,800,000.
