THE VICTORIAN BUDGET.
SEVERE CRITICISM. Received November 5, 7.34 a.m. LONDON, November 4. The financial paper Economist, commenting on the Victorian Budget, says: "The revenue was deliberately under-estimated in order to show a large surplus, which expended for purposes which ought to have been provided for. Any Treasurer," it says, 'is able to dazzle the public by means of deferred expenditure Budgets."
