ENORMOUS DAMAGE DONE. SEVEKAL FATALITIES REPORTED. ROME, November 1. Floods in Northern Italy have caused damage to embankments and hydraulic works to the amount of a million sterling. Many people are houseless at Placenza. Several fatalities are reported. Pavia and Cremona are inundated. ITALIAN RAILWAY STRIKE. ROME, November 1. A strike has begun on the State railway, as a protest against the punishment of those railway servants who recently struck at Milan. PLAGUE AT TUNIS. LONDON, November 1. Plague has appeared at Tunis, capital of the French protectorate in Africa, and at Oram, an Algerian port. AFFAIRS IN MOROCCO. THE RIVAL SULTANS. MOROCCO, November 1. Advices from Saffi state that Mulai Hafid, brother of the Sultan, finding the tribea deserting him, wishes to be reconciled to Abdul Aziz, provided he be appointed Governor of Marrakesh.
