An attempt is being made to add to the already large number of Ministers of the Crown. Yesterday the Hon. J. E. Jenkinson gave notice to move "That in the opinion of the Council it is desirable that the Government should he represented by more than one Minister in the Legislative Council." It is true that the task of the one Minister representing the Government in the Council is more than ought to be assigned to him; but under present conditions it i« impossible to give him assistance without adding to the numerical strength of the Ministry—a course which is not likely to meet with public approbation. A second Minister for the Council must necessarily be appointed from the ranks of that body. One of two courses is open to the Government —either to discard one of the present Ministers in the Lower House as a condition precedent to appointing an additional Minister to the Upper House, or to appoint a member of the Council to a seat in the Cabinet without portfolio. The former course would be objected to by the Government, and the latter is objectionable on many gruunds.
