THE CZAR'S SENTIMENTS. Received October 23, 8.38 a.m. ST. PETESRBURG, October 22. The Czar, referring to the recent International Peace Conference at The Hague, eulogised M. Nelidoff, the chief Russian delegate, and president of the conference, for his zeal in "striving for a project very dear to me—namely, the establishment of peaceful relations based upon respect for right."
