HOUSE OF LORDS.
QUESTION OF REFORM. Received October 23, 10.37 p.m. LONDON, October 23. Sir Henry Campbell Bannerman, speaking at Dumferdine, described the Unionist idea of strengthening the House of Lords in order to thwart and overbear the House of Commons as truly "Gilbertian." "The Liberals," said Sir Henry, "were accused of .picking a quarrel with the House of Lords in order to fill up the cup, but the cup is full to overflowing. The Liberals meant," he said, "to put the relation of the Houses on a business-like and statesmen-like footing. Then when the rights of the House of Commons had been safeguarded they were willing to consider plans for the reform of the House of Lords."
