GERMANY AND UNANCHORED MINES.
Received October 23, 8.38 a.m. BERLIN, October 22. The semi-official Cologne Gazette defends Germany's righc to use unancbored mines on the high seas on the ground that her present naval development renders it impossible for her to renounce a weapon which Britain was able to forego owing to her enormous naval force.
