THE AMERICAN SYSTEM. \ (By Telegraph—Parliamentary Correspondent). WELLINGTON, October 4. In the Legislative Council, to-day, the Hon. W. Beehan (Auckland) asked if the attention of the Government had been drawn to the following cablegram from Melbourne published in the local papers: —"The American system of dealing with inebriates by allowing them to be discharged after signing the pledge, on the understanding that they will be severely dealt with if they offend again, has been initiated in the City Court here." He asked if the Government would initiate a similar system here. The Attorney-General referred to the working of prohibition orders/in. this country, and said he had nor very much faith in pledges. In the' Statute Book of last year they had what he believed to be the best provision that could be made, viz., the Habitual Drunkards Act. The Government was not disposed to introduce fresh legislation dealing with inebriates at the moment.
