The Washington correspondent of the New York Times, after an interview with President Roosevelt, declares that the cruise of the United States fleet to the Pacific was due to Japan's constant diplomatic hectoring of American resources. Friendly diplomacy was practically exhausted in trying to meet the captious Japanese.
