SIR T. LIPTON'S CHALLENGE DECLINED. Received September 27, 8.18 a.m. LONDON, September 26. The New York Yacht Club has declined Sir Thomas Lipton's challenge for the America Cup, on the ground that any proposal to limit the size of the competing boats would constitute a violation" of 'the terms of the America Cup Trust. However, the club is prepared to accept a challenge on the old lines. Sir Thomas Lipton is extremely disappointed, since he challenged under the universal rule which American yachtsmen established, and under which they, as experienced builders of a particular type of boat, would have had a advantage over inexperienced British builders.
