TURKISH TROOPS TO BE WITHDRAWN. Received September 23, 8.17 a.m. ' LONDON, September 22. Joint representations by Russia and Great Britain have elicited from Turkey a formal undertaking to withdraw her troops from Persian territory. (Turkish troops have raided villages in Persia, killing many, including women arid children. Britain and Russia made representations on the subject some time ago, when Persia and Turkey each promised to punish their own officers if any were found guilty.)
