CAPITAL PUNISHMENT IN FRANCE.
THE PRESIDENT'S DECISION. GENERAL ALARM CAUSED. Received September 17, 8.12 a.m. i PARIS, September 16. The decision of M. Fallieres, the President, to commute to imprisonment for life the sentence of death passed upon Soleilland, the murderer of a iittle girl, has caused general alarm, coming as it does at a moment when there is a great increase in crimes of violence. Juries at the Seine Assizes and in other places have petitioned the Prepident to maintain the Jaw and continue capital punishment for murder.
