Received August 29. 8.45 a.m. NEW YORK, August 28. Mr Cortelyou's scheme has relieved British discount rates on three months' bills from 4J to,4£. (Mr Cortelyou, Secretary to the United States Treasury, intends, for.-, at least five week?, to make deposits in the national banks upon approved security, the deposits to be returnable, if required, by the beginning of January. This action is being taken to prevent a panic in the autumn.)
