Other Joyai chiefs are apprehensive. UNREST IN IRELAND. Received August 28, 10-5 p.mLONDON, August 28. Proclamations issued under the Constabulary Act of William IV. declare the Counties of Clare, Galway, Leitrim, Longford, Roscommon and King's County to be in a state of 1 disturbance, requiring an additional ' force of police. At the triennial distribution in 1906 the police force was 1 reduced as no agrarian disturbances were anticipated in connection with the operations of the Land Act of 19*3. The Times, referring to the issue of the constabulary proclamations in Ireland, expresses doubt as to ( whether the Irish peasant, who is very quiek and logical, will be deeply ( impressed by the Government resorting to legal antiquities when it was armed with just as sharp and effective a weapon in the Crimes Act, yet sternly refusing to employ it. Received August 28, 10.27 p.m. LONDON, August 28. The Daily News declares that recent events in Belfast, coupled with what Mr A. Birrell, Chief Secretary of Ireland, called the triumph of the Marquis of Clanricarde in the House of Lords, suggest that the present precautions are prudent. HORSESHOES FROM AMERICA. Received August 28, 10.23 p.m. LONDON, August 28. Mr Haldane, Secretary of State; War Department, has confirmed the report that the War Office had ordered 100,000 pairs of horseshoes from America. He declared that the ■ contract was a satisfactory one, both as regards price and efficiency. ■ GROUNDING OF A BATTLESHIP. Received August 29, 12.50 a.m. LONDON, August 28. The battleship Commonwealth grounded on a rock at Lamlash, and the rivets on the bottom of the vessel amidships were started. She was refloated in a leaking condition and steamed to Devonport, where she was docked. ANTWERP DOCKERS' STRIKE.
