Lord Elgin, Secretary for the Colonies, shortly forwards to Governors a despatch fully explaining the reorganisation of the Colonial Office. AN EXPLANATION. Received August 27, 9 a.m. LONDON August 26. Lord Elgin explains through The Times that Mr Lucas, as head of thj Dominions Department, and Mr Just, as Secretary to the Imperial Conference, will naturally also work in connection with the same depart-
ment. Received August 27, 11.17 p.m. LONDON, August 27. In the House of Commons, Mr Winston Churchill, replying to the Hon. A. Lyttelton, regarding" the proposed reforms of the Colonial Office, said that the secretaryship of the Imperial Conference would be associated with the Dominion Department of the Colonial Office, and was an extra'feature of that Department, and was entrusted with the duty of preserving the link between the Conference and the Office.
