THE COLONIAL OFFICE.

LONDON, August 23. Replying to Earl Jersey, Lord Elgin, Secretary of State for the Colonies, stated that the government proposed to divic'e the Colonial Office into three departments instead of four. The first would be termed "The Dominion Department," and would deal exclusively with business perta'nins to the self-governing colonies. The second would be called "The Colonial Department,'' and would deal with the Crown Colonies. The third branch would be a "General Department " It was intended to appoint Mr Lucas, the present Assistant UnderSecretary for the Colonies, head of the General Department, while Mr H. Just, Principal Secretary to the Colonial Office, will be Secretary to the Conference.
