UNPARLIAMENTARY LANGUAGE. Received August 21, 8.23 a.m. LONDON. August 20. In the House of Commons, Mr John O'Connor resented Viscount Tumour'? smiling during his (Mr O'Connor's) speech upon the question of arterial draining in Ireland. He remarked that if they were outside the precincts of the House of Commons, Lord Turnour would receive the treatment he deserved, further describing him aa an impertinent puppy. Mr O'Connor was ordered to withdraw the expression, but remained silent until Mr J. H. Whitley (Liberal member for Halifax) privately interposed. The expression was then withdrawn in deference to the chair.
