A VIOLENT SCENE. Eeceived August 21. 7.48 a.m. BERLIN, August 20. A violent scene between Herr Bebei (German, .and president of the gathering) and M. Hcrve (French) created a sensation at the Socialist Conference at Stuttguart. M. Herve, who .is the leader of the anti-Oislitarist agitation in France, introduced a resolution declaring that the soldiers should desert in the event of -revolt or in case of war.

Herr Bebcl vehemently opposed the motion, declaring that the antimilitarist propaganda endangered peace, ar.d was being closely watched by German military -circles. M. Merre made an impassioned rejoinder. He bitterly taunted the Gorman Social Democracy, asking what they would do when Prussian bayonets were turned against Russian revolutionists or Fueych proletarians? He believed they would follow the Ka : ser, but tk? French General Staff knew that war meant revolt of the proletarians. M. Herve's ur.governed words created a bad impression, some of the delegates referring to fe as a mountebank. \

Received August 22, 12.27 a,tn. BERLIN, August 21. The Independent Labour representatives at the Stuttgart Conference proposed that the Trades Unions should be entitled to membership .at the Conference provided they declared in favor of political action in alliance with the Socialist parties. Mr Ramsay Macdonald moved that the matter should be referred to the International Bureau in order to arrange an amicable settlement with the English section. Mr Quelch declared that he had no objection to the ndmission of trade unions i£ they came irrevoc abiv committed to Socialism. Kerr Vandeiveid, President of the International Bureau, agreed to consider the propcsal with the English section. He believed that the Bureau were delighted to see the great English working organisations.represented at the Congress since it indicated adhesion to the principles of Socialism. M. Vollmar, M. Jaur?s and M. Saillant repudiated M. Herve's anti-militarism sentiments.
