THE BUBONIC PLAGUE.

Received August 20, 7.45 a.m. BOMBAY, August 19. King Edward, in a personal letter to Lord Minto, Viceroy of India, expressed anxious concern in regard to the progress of the plague. He was, he said, deeply moved when he thought ef the misery endured by his Indian subjects with such silent patience. He earnestly prayed that further measures by the Government would prove successful. Lord Minto, in communicating King Edward's sympathy to the public, explained that the enormous difficulty experienced in eradicating the scourge was .largely owing to the people's inability to understand the Government's sanitary and hygienic measures. Lord Minto added that the leading principles of the plague campaign is that the people must work out their own salvation. The Government cannot insist unreasonably upon the acceptance of their ideas of modern hygiene.
