Received August 21, 9.8 p.m. LONDON, August 20. ; The Standard states that Sir Henry ■Campbell-Bannerman's preposterous ; disarmament scheme has resulted in ! a fiasco. ■ The Pall Mall Gazette condemns the Government's willingness to i sacrifice British interest while pursuing.an absolutely unattainable ideal. The Westminster Gazette considered that Sir Edward Fry followed the only practical line of advance. The Scotsman and Manchester Guardian suggest that Sir Edward Fry's offer to make naval construction a subject of private diplomatic negotiation is likely to infringe Parliament's power to control the naval policy.
